consistent policies of Congress since 1866. In California, this objective can and should be achieved by rendering assistance to the California Water Plan to accelerate its phases of development subsequent in programming to the phase of construction now under way --not by superimposing a federally administered project on the California Water Project. 6. Realistic Objectives for Federal Assistance Federal Assistance to California. Federal assistance from the Pacific Southwest Development Fund for California should embrace two minimum objectives: (a) Replacement in southern California of 662,000 acre-feet of water. This is Metropolitan Water District's entitlement in excess of California's Colorado River rights of 4.4 million acre-feet per year (of which Metropolitan has 550,000 acre-feet). This 662,000 acre-feet is water presently used, and while about two-thirds of it would be ultimately unavailable to California, even had California won every issue, the decision clearly hastens the date when a limit of 4.4 million acre-feet will be imposed. Hence, federal assistance to accelerate the availability of additional northern California water to Metropolitan is desirable. (b) Augmentation of the California Water Plan features which provide benefits to the areas of origin in California. The Plan makes express a policy that these areas shall not be deprived of water for their ultimate needs, but they are entitled to more: present development of their water use facilities, flood control, fish and wildlife preservation, recreation development, etc. 7. Limitation on Agricultural Water Imports. There should be eliminated from the Plan any present decision to import northern California water for (a) agricultural use in southern California south of the Tehachapi Mountains, or (b) the State of Arizona, 1300 miles distant from the point of origin. At present, such transportation of water for agriculture is economically infeasible. Further-more, this proposed export to Arizona is some years in the future at which time costs and alternatives (including saline water reclamation) may be reevaluated. 8. Indian Irrigation by Indians Only. The Plan proposes to bring into cultivation from the main stream what is now unsubjugated desert land on Indian reservations. Two of the reservations are in fact uninhabited -- either by Indians or non-Indians. The proposals would be accomplished in large part, if not entirely, by leases of the newly reclaimed land to non-Indians for the financial benefit of the Indians. There can be no objection to the use of water by Indian farmers.
