The State of California would be the marketing agent for the United States, for water conveyed through the enlarged California Aqueduct to be marketed in California. The United States, however, would have to be furnished appropriate assurance relative to the disposition of water and financial return on its investment. The report provides for an appropriate allocation of costs between the base California Aqueduct and the incremental enlargement for the Pacific Southwest Water Plan.
