that the newly stocked fish may be given an opportunity to get a fresh start in new waters without having to compete for food or be preyed upon. Some areas are identifiable at this time but others are not. Particular care will be utilized in undertaking this program to prevent damaging side effects. The Department of the Interior has carefully developed policies and standards to govern such control activities. These will be scrupulously complied with. Game-Bird Watering Devices Largely intended for quail and other upland birds, these devices catch precipitation and store it for use by such birds. Very successful in arid areas, ever though storage capacities of individual units is usually limited to less than 1,000 gallons, these quail guzzlers, as they are often called, are designed to make water available by runways as the water level in the cistern recedes. Evaporation is reduced since the devices are sheltered. National Fish Hatcheries, Anadromous Fish Accommodation of the runs of salmon and steelhead trout that will be displaced if Helena and Eltapom Reservoirs are eventually constructed, will require two new Federal hatcheries, one downstream from each dam, and necessary and appurtenant collecting, trapping, and holding facilities. With Helena Dam and Reservoir, 50 miles of the Trinity River and 142 miles of tributary streams will be inundated or otherwise made inaccessible to anadromous fish. Very little spawning area exists for 20 miles below the dam. These blocked stream reaches support runs at least as large as 55,000 Chinook salmon, 10,000 Coho salmon, and 20,000 steelhead trout. The average of the annual runs are considered to be somewhat over half this size. To maintain these averages it is essential to provide capacity to handle the maximum runs. The present runs are partially produced at the Trinity River Hatchery at Lewiston Dam. That hatchery was constructed by the Bureau of Reclamation to mitigate losses of salmon which had formerly spawned above the Lewiston Dam site. The hatchery is operated by the California Department of Fish and Game but annual operation and maintenance costs are funded by the Federal Government, The Helena Dam would block anadromous fish runs to the hatchery and it would no longer be practical to operate it for that purpose. Replacement capacity would be included in any new hatchery at Helena Dam. The estimates of fish runs given above based on short-term records and estimates, are believed to be substantially lower than maximum.
