The Black Rock Bearing Station, located about 7 miles north of Independence, uses about 15 second-feet diverted from a spring-fed stream. The water source at the Black Rock ponds is adequate for planned expansion to a use of 30 second-feet. The total production of the four installations is about 400,000 pounds annually. California's Fillmore and Mojave Fish Hatcheries near Los Angeles derive 7 and 14 second-feet of flow, respectively, from wells. The water is returned to drains from which it is diverted for other uses. The State's Chino Fisheries Base, a combination fish distribution and management research station, uses up to 1 second-foot from wells, with little consumption. The Fillmore and Mojave trout-rearing installations each will require a doubling of capacity and water use, raising their water demands to 14 and 28 second-feet, respectively. The operations will continue to be mainly non-consumptive. The Fillmore and Mojave units produce a total of 265,000 pounds of trout a year. The California Department of Fish and Game plans to establish a new trout hatebery about 6 miles northwest of Bishop to produce about 200,000 pounds of rainbow trout a year. It will require 35 second-feet of water on a non-consumptive basis. The California Department also anticipates that it may need new hatcheries in connection with the California aqueduct system reservoirs. A trout hatchery would require 25 second-feet of water of high quality but essentially would have no consumptive use. A warmwater fish hatchery also may be needed. It would require about 6,000 acre-feet of water annually most of which would be used consumptively. The California Department also has developed 8 small fishing lakes totaling 357 acres, on which it has provided fishing access and public facilities. The annual consumptive use is about 3,200 acre-feet of water. Water supplies for these lakes appear to be adequate. It is anticipated that the California Department will create 30 additional fishing lakes totaling 15,000 sunface acres in southern California outside the Colorado River drainage. These lakes will require an annual consumption of about 98,000 acre-feet of water. In connection with those features of the initial Pacific Southwest Water Plan which require further study before requesting authorization, there will be many needs and opportunities for fish and wildlife installations and programs. Many instances of need for water to supply fish and wildlife installations are apparent along the conveyance route from the north coast region as well as in the north coast drainages which may be affected by development of the storage reservoirs.
