The most important new facility for wildlife in the plan is the proposed Cibola National Wildlife Refuge on the main stem of the Colorado River. This 16,200-acre refuge would provide urgently needed wintering waterfowl habitat in the Pacific Flyway and add substantially to the public hunting opportunities of the area.
