Incidental fishery benefits of the reservoirs should be maximized by installation of basic public facilities and stocking with trout. stocking could probably be accomplished from the Trinity Hatchery as indicated above. Management studies continuing over a 5-year period will be needed on the fishery of each of the reservoirs and on the anadromous fish in the area of influence below the dams. Acquisition, development, and management of 5,000 acres of private lands would be required to mitigate losses of wildlife lands in Bell Springs Reservoir. For Sequoia Reservoir, the area required for this purpose would be 14,000 acres, also to be acquired from private ownership. Wildlife management studies extending over 5 years are required at each reservoir, and a headquarters building for these studies should be provided, probably at the fish hatchery site. The loss of potential stream fishing sites to be flooded on the Bel River could be mitigated to some extent by acquisition and development of a half-mile strip of land centering on the river from Sequoia Dam site downstream about 10 miles to the confluence with the South Fork. These lands are privately owned. Exclusion of road rights-of-way and other developments would limit the practicable acquisition to about 2,500 acres. With a view to further mitigating the losses of fishing sites in Bell Springs and Sequoia Reservoirs, and of replacing some of the fish habitat potential blocked by the dams on the Eel River, plan formulation studies should consider possible developments of the South Fork Eel River and Larabee Creek. Diversions of 100 second-feet, May through January, drawn from the cold depths of Bell Springs Reservoir and released into the South Fork Eel River partly near the head of the river and partly near the head of Tenmile Creek, would provide large benefits to fish production, fishing, and general recreation on those streams, helping to offset the mainstem losses. Such a development would be much more beneficial from the fishery aspect than storage development at the Branscomb site on the South Fork.
