The discursive construction of the past : initiatives concerning the legacies of dictatorship in Brazil (1995-2016)

This dissertation is a contribution to the knowledge of public policies implemented between 1995 and 2016 by the executive office of the Brazilian federal government to deal with the legacies of the country’s most recent military dictatorship. This interdisciplinary study develops a novel approach to memory politics which combines theoretical concepts and frameworks on historiography and transition processes and discourse analysis. In the aftermath of the country’s twenty-one years under authoritarian rule (1964-1985) numerous episodes of historical injustices (including gross human rights violations) have been addressed by a succession of projects carried out by democratic governments: Special Commission on Political Deaths and Disappearances (CEMDP), Amnesty Commission, Revealed Memories, and a national truth commission (CNV). This study investigates how democratic Brazil deals with the legacies of dictatorship, focusing on the analysis of texts produced by the above initiatives to establish whether representations of the past are produced in their memory actions. Applying the Discourse-Historical Approach (a form of discourse analysis), this dissertation demonstrates that as they ‘deal with the past’—apologising and providing reparations to victims, collecting documents, curating or commissioning published materials about the past—the initiatives devised by the federal executive power to ‘deal with’ the past formulate and disseminate representations of the past and provide a coherent official interpretation of the dictatorship. The result is the first in-depth study of the Brazilian public policies to deal with the past and analysis of the official discourse they propagate.Esta dissertação é uma contribuição ao conhecimento de políticas públicas implementadas entre 1995 e 2016 pelo poder executivo do governo federal brasileiro para lidar com os legados da mais recente ditadura militar do país. Este estudo interdisciplinar desenvolve uma nova abordagem de políticas de memória, que combina conceitos e estruturas teóricas sobre historiografia e processos de transição e análise de discurso. Após os vinte e um anos sob regime autoritário (1964-1985), vários episódios de injustiças históricas (incluindo graves violações de direitos humanos) passaram a ser abordadas em uma sucessão de projetos realizados pelos governos democráticos: Comissão Especial sobre Mortos e Desaparecidos Políticos (CEMDP), Comissão de Anistia, Memórias Reveladas e a Comissão Nacional da Verdade (CNV). Este estudo investiga como o Brasil democrático lida com os legados da ditadura, enfocando a análise de textos produzidos pelas iniciativas governamentais para estabelecer se representações do passado são produzidas por suas ações de memória. Aplicando a Abordagem Histórico-Discursiva (uma forma de análise do discurso), esta dissertação demonstra que, ao lidar com o passado—desculpando-se e reparando as vítimas, coletando documentos, organizando ou comissionando materiais publicados sobre o passado—as iniciativas desenvolvidas por o poder executivo federal de "lidar com" o passado formula e divulga representações do passado e fornece uma interpretação oficial coerente da ditadura. O resultado é o primeiro estudo aprofundado das políticas públicas brasileiras a lidar com o passado ditatorial e análise do discurso oficial propagado pelas mesmas
