UPAYA REHABILITASI BAGI PENYALAHGUNA NARKOTIKA OLEH BADAN NARKOTIKA NASIONAL

Research object is BNN Malang city, Malang city is one big city with number of addict which enough worried, therefore as city of education and towns doing research on rehabilitation effort and implementation of supervision to BNN Malang city to drug addicts. The research takes the formulation of the problem How is the BNN mechanism of the poor city in the effort of rehabilitation of narcotics addicts and How the pattern of supervision of BNN Malang in implementation of rehabilitation. The research method used the sociological juridical approach. The primary data source was obtained from the field and secondary data from the legislative documents and regulations. Techniques of writing data in the form of interviews to BNN Malang, document studies, library study, internet study. The data of the research are analyzed qualitatively. Based on the results of research that the policy made BNN Malang city in accordance with the Narcotics Act though less than the maximum and in doing rehabilitation efforts, BNN Malang city to take action against the allied parties. And related to the monitoring pattern BNN malnag city performs monitoring and reporting so that medical performance and rehabilitation can run in accordance with the plan, goals and targets are effective and efficient. In conclusion, BNN Malang does not have special provisions and supervision pattern BNN Malang city in the implementation of rehabilitation is still not maximal, there is no special program for addicts out of place rehabilitation, human resources BNN Malang which still less perfect Saran, National Narcotics Agency BNN) poor city should be more than that socialization and counseling about narcotics to enter rural areas, Build adequate and adequate facilities, and also need for roles and responsibilities
