A política salarial para os professores da educação básica da rede municipal no contexto do FUNDEB nos municípios de Óbidos e Oriximiná-Pará

The study presents potential impacts / effects in FUNDEB salary policy for teachers in the municipal towns of Obidos and Oriximiná in western Pará State The research aimed to analyze and assess the salary policy for teachers in the municipal network in the context of the FUNDEB Oriximiná municipalities and Óbidos, to identify possible impacts on earnings from this fund them. For that answer the following questions: With the implementation of FUNDEB and the national wage floor were no changes in wage policy of the municipal teachers trained mid-level and above who work in elementary education and early childhood education? If there were changes, they reveal themselves as recovery of salaries? What are the initiatives taken by governments and Óbidos Oriximiná to ensure a policy of upgrading the professional teaching, specifically in regard to living wage and PSPN, praised in FUNDEB? The analysis was developed with reference to the central category in the context of wage recovery FUNDEB, with the following themes or subcategories: Teaching Career, Working Conditions, Structure and Composition of Wage, Salary and Remuneration of Teachers; PSPN. The results showed that with the implementation of FUNDEB and the national wage floor has not yet realized in these two years of the fund no change in pay policy for teachers with training mid-level and higher who work in elementary education and early childhood education, so both FUNDEB, as PSPN not yet proved in fact as tools for the professional enhancement of the teaching of basic education. It was still possible to see that the initiatives taken by the governments of Oriximiná and Óbidos, to ensure a policy of upgrading the professional teaching, specifically in regard to living wage and PSPN, praised in FUNDEB, still prove tenuous. So the towns of Obidos and Oriximiná urgently need to structure a pay policy for teachers in the municipal basic education that is actually set as recovery.FAPESPA - Fundação Amazônia de Amparo a Estudos e PesquisasO estudo apresenta possíveis impactos/ efeitos do FUNDEB na política salarial dos professores da rede municipal nos municípios de Oriximiná e de Óbidos na região oeste do Estado do Pará. A pesquisa objetivou analisar e avaliar a política salarial dos professores da rede municipal no contexto do FUNDEB nos municípios de Oriximiná e Óbidos, visando identificar possíveis impactos desse fundo no salário dos mesmos. Para isso respondeu as seguintes indagações: Com a implementação do FUNDEB e do Piso Salarial Nacional houve modificações na política salarial dos professores da rede municipal com formação de nível médio e superior que atuam no Ensino Fundamental e na Educação Infantil? Se houve modificações, elas se revelam como valorização salarial? Quais as iniciativas tomadas pelos governos de Oriximiná e de Óbidos de modo a garantir uma política de valorização do profissional do magistério, especificamente no que se refere ao salário condigno e ao PSPN, preconizados no FUNDEB? A analise foi desenvolvida tendo como referência a categoria central valorização salarial no contexto do FUNDEB, a partir dos seguintes temas ou subcategorias: Carreira Docente; Condições de Trabalho; Estrutura e Composição Salarial, Vencimento e Remuneração dos Professores; PSPN. Os resultados mostraram que com a implementação do FUNDEB e do Piso Salarial Nacional ainda não percebemos nesses dois anos de vigência do fundo nenhuma modificação na política salarial dos professores com formação de nível médio e superior que atuam no Ensino Fundamental e na Educação Infantil. Assim, tanto o FUNDEB, quanto o PSPN ainda não se revelaram como instrumentos de valorização do profissional do magistério da Educação Básica. Foi possível perceber ainda que as iniciativas tomadas pelos governos de Oriximiná e de Óbidos, de modo a garantir uma política de valorização do profissional do magistério, especificamente no que se refere ao salário condigno e ao PSPN, preconizados no FUNDEB, ainda se mostram tênues. Assim, os municípios de Óbidos e Oriximiná necessitam urgentemente estruturar uma política salarial para os professores da rede municipal de Educação básica que se configure de fato como valorização
