The Accomplishments of a Fish Culture Mutual Association and its future (A case study of Toishi town of the Nagasaki Prefecture)

According to the sea bream culture of the Toishi town of the Nagasaki Prefecture, there exists among the fish culture operators dissatisfaction concerning the mutual association. For this matter the views of the interviewed 12 members of the Toishi town fish culture operators were taken into consideration. These includes the accomplishments of the system of mutual association in terms of its role and fulfillment. According to the conclusion, the Toishi town aquaculture operators do not seem to pay much attention to the system of mutual association, based on the fact that there has been a decline in loyal membership. In this case the actual need for the system of mutual association has become meaningless where insurance payments to the members is unsatisfactory thus generating insincerity to the association. Although there are still new entries into the association, the fact underlying compulsory membership (for persons who need to borrow money) as well as obligatory membership (for a group of persons who wish to join) contribute to the problems. In order to restore the system it is necessary to culture other species of fish besides the sea bream and the yellow tail that could contribute to the benefit of the association. It is also necessary to identify the remedy to diseases which strain the available funds. For this matter the mutual association and the aquaculture operators need to jointly work out a satisfactory solution so as to give hope to the existence of the system of mutual association
