The fishing industry has long been dominant in Japan's coastal zone. However, its domination has been weakening over the last 25 years due to changes in the socio-economic condition of the industry. Thus, the restructuring of the Fishing industry is the focus of much current debate in Japan. In this article, recent historical records of the fishing industry are reviewed from a national perspective to investigate how the fishing industry reacted to the national fishery crisis after 1975. In addition, a structural transition of local fishing communities is analyzed within a wider socio-economic context. Based on these studies, the possibility of formation of a symbiotic relationship between fisheries and other coastal zone users is discussed....
