La censura digital en Venezuela: autoritarismo digital y vigilancia estatal en tiempos de COVID-19

This paper will address the digital censorship in the country expressed through its forms of digital authoritarianism and state control, aspects that have been radicalized with the pandemic, since the official information on any element related to COVID-19 does not admit the possibility of contrasting or debating before the public opinion. The so-called collective quarantine, not only implies a measure to contain the pandemic, but it has also been a propitious moment to demobilize the citizenry, confining them to the private sphere. The reports that are usually made to inform about the pandemic in the country, generate deep skepticism, suspicions about the number of people affected, the number of tests performed and the number of deaths. Such has been the informative opacity that has characterized the communicational policy of Maduro's government (also Chávez's at the time), that it is complex to know how the pandemic is really affecting the country, not only in terms of health, but also in the social and economic spheres. The Venezuelan State, through its authoritarian practices, has focused its actions on the imposition of legal regulations that are applied discretionally, which has resulted in harassment, blocking of web portals, arbitrary arrests, among other government actions that have directly attacked the free right to communicate and express opinions through the various media and digital social networks. To explore the digital security initiatives of NGOs to combat censorship.En este artículo se abordará la censura digital en el país expresado a través de sus formas de autoritarismo digital y control estatal, aspectos que se han radicalizado con la pandemia, ya que la información oficial sobre cualquier elemento referido al COVID-19 no admite posibilidades de contrastar o debatir ante la opinión pública. La llamada cuarentena colectiva, implica no solo una medida para contener la pandemia, además ha sido un momento propicio para desmovilizar a la ciudadanía recluyéndola al ámbito privado. Los reportes que suelen hacerse para informar sobre la pandemia en el país, generan profundo escepticismo, se sospecha sobre la cifra de afectados, el número de pruebas realizadas y de fallecidos. Ha sido tal la opacidad informativa que ha caracterizado la política comunicacional del gobierno de Maduro (también de Chávez en su momento), que resulta complejo conocer cómo está afectando realmente la pandemia al país, no solo en términos sanitarios, sino en los ámbitos sociales y económicos. El Estado venezolano a través de sus prácticas autoritarias, ha centrado su actuación en la imposición de normativas jurídicas que se aplican discrecionalmente, lo cual ha devenido en acosos, bloqueos a portales web, detenciones arbitrarias, entre otras acciones gubernamentales que han atacado directamente el libre derecho a comunicarse y expresar opiniones a través de los diversos medios de comunicación y redes sociales digitales. Frente a este panorama sociocomunicacional pretendemos: 1.- Analizar las prácticas de control y autoritarismo digital gubernamental en las redes sociales digitales. 2.- Determinar las nuevas modalidades de censura que se imponen en el contexto de la pandemia. 3.- Explorar las iniciativas en seguridad digital de ONG para combatir la censura
