As Europe moves towards the single market, the need for cooperation between institutions of cross-border regions becomes more apparent. Efforts to organize this have been made through European community programs and the policies of national governments. But the dynamic of inter-regional cooperation takes us beyond this normative approach. Evidence of this may be found in various policies included in the agreement made between the five regions of the South of France : although implemented at a varying rate (as between the Aquitaine region and Corsica) they nevertheless involve exchanges between border regions (Liguria and Catalonia).
