Please find attached the document entitled (Revised) By-Laws of the Faculty of the American University in Cairo. In addition, you will find attached a copy of the current Faculty By-Laws for your information. The revised edition of the By-Laws represents the year-long accumulated work of your amendment Committee and is the document that the Committee unanimously edorses for recommendation to the Faculty. It is our hope that the Faculty will approve the Revised document as expeditiously as possible. As Chairman of the Committee, I can state with all honesty that this document was carefully considered, debated and indeed, revised over and over again until the Committee reached unanimous agreement on the document as a whole. The committee met on an average of 2 hours per week for almost every week of this academic year and the other members of the Committee are owed a deep measure of gratitude by the Faculty. Each and every member of the Committee worked extremely hard and went "far beyond the call of duty" in producing this document. I thank them all publically and would hope that the Faculty also appreciates their work and careful consideration. In drafting the revised document, the Committee worked x/ith :ne assumption, articulated last year as well as this year by President Byrd, that more decision-making pox^er should be handed back to the Faculty as a x^hole, particularily in the area of academic interests and concerns of the University. We tried to reflect this view especially in the restructuring and functioning of Faculty Committees as well as in the way in which we restructured the Academic Board (Section II of the Revised document). Finally, while the attached document represents the unanimous approval of the Committee and is recommended to the Faculty accordingly, there are a series of 4_ minority reports included in the proposed document, these minority reports are simply minor changes as regards certain sections of the revised document and x^ere agreed to by at_ least 2_ members of the Committee.
