MINUTES OP COUNCIL February 13, 195lj. 8:30 a.m, 3561 - PRESENT: Dr. Cleland, presiding, Messrs. Boktor, Howard, Rizk and Vandersall. Council met at Dr. Howard's home in Maadi. The meeting was opened with prayer by Dr. Cleland. 3562 - POLICY REPORT: The Chairman stated that this special meeting was called only for the consideration of the Policy Report of the Trustees' Committee on Policy. Dr. Cleland gave a brief review of the background of the Policy Report. It is simply a study of the basic policy of AUC without going into details. The general lines of this Report are quite similar to the general lines of the report of 1912 by Dr. Watson. At the end, the conclusions and recommendations are given with regard to future policy. It is not intended to go into details of organization for executing the policy. There have been quite a number of changes actually in the evolution of AUC over the years. For instance, the conduct of assemblies has been greatly modified. As an institution we are In a very precarious position here. We have no legal rights in Egypt, but are tolerated by a friendly government. In case of any trouble, the American Embassy would help us, but there is a limit to what they can do. A number of memos from staff members were considered. Following detailed discussion, certain specific changes and additions were agreed upon which are to be passed on to the Policy Committee. These changes are noted in the appendix to these minutes on file in the President's office, and are based on the Philadelphia manuscript of September 9> 1953. Messrs. Boktor and Vandersall having been obliged to leave for appointments in Cairo, Council then voted to ask the Acting President to forward all the recommended changes, as well as all of the written comments furnished by staff members in Cairo, to the Policy Committee for further consideration. 3563 - ADJOURNMENT: Council adjourned at 11:14-5 a.m. W.
