Report of the Government Relations Committee Dr. Pedersen reported that in addition to the replenishment of the U.S. Embassy Trust to $50 million worth of pounds, as required by legislation, it looks as if AID has been able to negoti­ate an agreement with the Egyptian Government to bring the Trust annually up to the $50 million level. As the pound is expected to continue to deteriorate this could be highly valu­able to AUC. h could mean in 1991, for example, the addition of as mush as LE15 million. AUC's best chance at obtaining funds through the foreign to local currency debt conversion program will probably be through AID deobligated/reobligated procedures, though there is some Egyptian sensitivity towards using its AID appropriations in this manner. Dr. Pedersen said that it appears that language in the Higher Education Act will allow AUC to participate in related programs since a special provision in Title VI of the Act (the Title of interest to AUC) applies to institutions incorporated in the U.S. as well as to those located there, which is w\1at governs much of the rest of the law. Dr. Pedersen reported that new AID Director, Mr. Roskens, will be going to Cairo in June. He, Mr. Kelberer and Dr. McDonald had a good meeting with him in Washington. 14. Report of the Campus Planning and Housing Committee Mr. Bacon reported on the meeting of the Committee. New Dormitory - The dormitory construction is going well with roughly 42% of the work completed. Due to difficulties encountered at the beginning of the constniction phase, the construction company has asked for more time to complete the project and additional funds. They have asked for an additional LE4 million and Dr. Pedersen expects that they will accept LE800,OOO. Negotiations on this issue are continuing. Sheikh Rihan Library - The expected cost of the rare book library has been increased from $1.4 million to $1.69 million. The tentative completion date for the project is February 1991, which allows one year for construction. There was some discussion of constructing a second building on the site of the Sheikh Rihan villa How much land is available for building depends in part on where the roning set-back line will be placed. DPS Construction - The construction of the fourth floor of the DPS building is completed and the floor is in use. A building for the DPS in Heliopolis has been identified. It is nine stories with a full basement. AUC will contract separately to fmish the building. The final price is expected to be LEl,550,OOO. The Committee asked the Administration to report on all new construction and on current facilities, particularly with respect to fire safety, and were informed that some of that analysis has been done. The Board asked that a copy of whatever analysis was available be sent to them for review. It was mentioned that the U.S. Embassy had issued a report on the fire safety of hotels in Egypt. Dr. Pedersen said he would obtain a copy for re­view.
