Throughout the years of his presidency, Dr. McLain aimed the University in the direction of having it provide in Egypt an educational experience of high quality, under-girded by the Western and American tradition, and carefully adapted to the new conditions and needs which appeared in Egypt and the Middle East. His steadfast, imaginative leader­ship was in large part responsible for building this uniquely­constituted university and for enhancing its effectiveness in a vital part of the world; and it is further RESOLVED, that the greatly strengthened academic program, which has in turn led to increasing rigorous advanced study; the concern for high standards of scholar­ship throughout the University; the capacity to reorganize the structure of the institution so that it would have breadth and flexibility, together with advanced specialization in a number of needed fields; and the desire to develop close relationships with other institutions in Egypt and with a growing number of universities in America - have all had their background in the wise and dedicated leadership of President McLain. With the move to the chancellorship, Dr. Mclain devoted his energies, wisdom and experience to the need for further financial resources for an increasingly significant academic institution in the Middle East. Work-ing both In New York and in Washington, he added to the formidable accomplishments of his work as President and devoted himself to the support of a program which he had helped to build; and it is further RESOLVED, that it is with profound appreciation that the University's Board of Trustees notes here the conclusion of Dr. McLain's administrative service with the University, and extends its cordial good wishes to the McLains in their new work in Alabama. The Chairman submitted a written report by Mr. Cole, Chairman of the special committee appointed at the December meeting of the Board, on the selection and employment of Mr. Christopher Thoron. After comments by Dr. Bartlett and discussion, Mr. Thoron's appointment was confirmed as Executive Secretary of the Board of Trustees with primary responsibility for the New York office under the direction of the Vice Chairman. This action confirmed the earlier provisional appointment by the Special Committee which was empowered to act on this appointment at the December meeting. Dr. Bartlett presented a proposed revised budget for the year 1966-67, which, after discussion, was approved. -3
