, I I 1038 REPORT OF PRESIDENT 1039 REPORT OF CHANCELLOR 1040 HISTORY OF THE UNI VERSITV - 2 - President Bartlett presented his written report, copy of which Is annexed to these minutes, and commented on the growth of enrollment in the University, the need for additional faculty, the plan for obtaining such faculty if Congress should appropriate adequate funds for the University under the AID bill now before it, the progress of the building program and the opportuni­ties for growth If the necessary funds could be obtained from the government, foundations and private sources. Chancellor McLain reported on the status of the authoriz- \ ation bIll for the Agency for International Development (AID) now before Congress. He saId that both the Senate and House committees that had considered this bill were reportedly in favor of provision of $150,000 for the Uni­versity in U.S. dollars and $790,000 in Egyptian pounds (P.L. 480 funds) for the fiscal year 1964-65. He pointed out, however, that until Congress had finally acted, it could not be assumed that such funds would be appropri­ated, and even after such appropriation by Congress, the UniversIty would still have to negotiate with the officials of AID with respect to the extent to which such funds would actually be made available and the terms upon which they would be available. The Chancellor then reviewed briefly the financial history of the University during the past eight years. He pointed out that the University was now the sole foreign educational institution in Egypt not under governmental direction,and that during such period the University had become an institution of higher education to the point where It was able to attract substantial foundation funds. He said that the AID funds under the present bill in Congress, if enacted, would not provide funds for the current fiscal year, 1964-64, but for the year 1964-65. He commented on the importance of the additional effort that would be needed to meet the deficit for the current year and stated that he would need the support and help of each trustee to do this. The ChaIrman referred to the history of the University written by Or. Freeman Gossett that had been mailed to all trustees In mimeographed form. Upon motIon, duly made and seconded, It was RESOLVED, that Or. McLain express to Or. Gossett the deep appreciation of the Board for this history and send him the greetings of the Board. It was suggested that Or. McLaIn bring the history up-to­date by wrIting developments of the UniversIty since he assumed office as presIdent
