~- ? particular specialties can be supplemented from time to time by visiting professors on sabbatical leave, research fellows, and other seasonally available professional workers possessing shills lacking in the permanent resident staff of the Center. A critical phase of the Center's future activity will be cdc peration on basic social research with all other agencies, public or private, oper-ating in the Near East area, which are willing to participate. In addition to the Near Eastern governments and the Arab League, these include the United Nations and its auxiliary agencies, universities and colleges (national and foreign) in Near East countries, universities or foundations in the United States carrying on Near East studies (e.g., Princeton, Columbia, Johns Hopkins, Harvard, Michigan, Chicago, Stanford), the U. S. Department of State, the Foreign Operations Administration, industrial or other private enterprises, church groups, or Fellows holding Ford, Fulbright, or other fellowship awards.. Some of the agencies have already indicated their interest in the Center's plans and their desire to cöordinate their research activities. Specific areas or subjects for research must await the selection of additional Center staff and discussions to be carried on in Cairo to determine priorities among the many promising opportunities that exist in the relatively untouched field of social research in the Near East. As time, funds, and qualified personnel are available, it is hoped to examine, among others, the following subjects, most of which have pertinence area•- wide as well as for particular countries: 1) Demographic and population problems; 2) The nomadic groups and their relation to the national situation in any particular country; 3) Values and motivations in the Arab countries; 4) Community action research; 5) Human and social factors operating in resettlement and other developmental projects; 6) Labor organization and employer-employee relation-ships; 7) Law enforcement and its underlying sanctions; 8) Cooperatives and the local bases for their effective-ness; 9) Basic data for social legislation; 10) The problem of administrative understanding, communication and patience in carrying forward social or economic progra s. Efforts will be made to develop individual research projects against a background of larger defined problems or generally accepted fields of scientific interest. Correlatively, every effort will be made to minimize the amount of research carried on solely for political or. "trouble-shooting" purposes. Most budget items require little additional comment. The program contemplates the gradual shifting of research leadership from U. S. experts to experts locally recruited. At least one American research worker will be released at the end of the third year of the program, by which time a local replacement should be available, probably at less salary cost. Tw
