made by the Mission to the Board in America under which it operated, for such further action as might help to translate vision into realization. On its own behalf, the Board of Foreign Missions of the United Presbyterian Church undertook a thorough and comprehensive study of the educational situation and submitted to its General Assembly, as the supre:..e judicatory of the Church which it represented, a recommendation for the launching of a movement for the establishment of a Christian University at Cairo. The printed Reports of the Board for 191, and 1914 give the exact form in which the proposal was submitted. Three main objectives were aimed at in the proposals: (a) first, that the Christian character of the proposed University should be beyond all doubt and also safeguarded against sub-version; (b) second, that the relationships of the proposed University should not be restricted to any one denomination but rather be such as to enable the University to represent Western Protestant Christianity and carry to the non-Christian world to which it is to minister, the richest contribution of life and truth that Western Christianity has to offer; (c) third, that the institution should aim at the highest educational efficiency and its *oundations be such as to make possible the development of an educational institution of truly University rank. The sEfeguarding of the Christian character of the University engaged the thought of our Committee and Board to a very considerable degree. Missionary schools and colleges were studied with care and precedents were sought for in every direction. While recognizing that the character of its active leadership, both on its Board of Trustees and in its Faculty, it was finally decided that a real safeguard to its Christian character and one that would greatly rep-fissure maw of the friends of the enterprise who were apprehensive on this point, would be to have the election of at least a majority (eleven out of twenty-one) of the members of the Board of Trustees vested in the several denominational Boards of 1
