B-2 is the most likely and best compromise because it provides 1200 MW of power at the Low Hualapai instead of 2100 MW with Marble and High Hualapai. This 1200 would not create any new preference customer problem, could probably be sold for peaking, and would, with Hoover, Parker, and Davis, provide basin fund income for river augmentation.
