A-4 is possible, but probably Arizona can't pay more than $12 per acre-foot for irrigation water. B. is plans for federal hydro generation. B-1 is out because of the national park issue. B-2 is the most likely and best compromise because it provides 1200 MW of power at the Low Hualapai instead of 2100 MW with Marble and High Hualapai. This 1200 would not create any new preference customer problem, could probably be sold for peaking, and would, with Hoover, Parker, and Davis, provide basin fund income for river augmentation. (For each million acre-feet augmentation of Colorado River, it costs $1 billion.) B-3 is out because it is wasteful to reduce power from 1200 to 880 MW, even though water does back up into the monument (not in the Park). C. is plans with federally-owned thermal generation. C-1 -- 400 MW for pumping only without any commercial power to be sold. Unlikely. Big fight. Also $5 million per year in power costs, even assuming federal no interest cost. C-2 -- Federally-owned thermal, 400 MW plus Hoover, Parker, Davis post amortization. Better, but still big fight and problems.
