The Central Arizona Project was originally described in detail in the Bureau of Reclamation report of December 1947, which, together with review comments, was published in House Document No. 136, 81st Congress, 1st Session. Authorization bills passed the Senate in the years 1950 and 1951, but hearings were postponed by the House Committee on Interior and Insular Affairs in 1951 until such time as Arizona's right to the use of Lower Colorado River water was adjudicated or settled by other means. Following the Supreme Court Decision in Arizona v.
