The charges to Arisona for power and energy should be based on the actual costs of generation at Glen Canyon Powerplant plus the actual costs of transmitting and delivering such energy to Arizona market areas should the Bureau of Reclamation build the transmission lines, exclusive of subsidies or costs of Upper Basin participating projects none of which are in or benefit Arizona. The rapid growth of Arizona is demanding constantly increasing supplies of electric power and energy to meet its expending needs in the industrial, agricultural and social fields. Lacking presently developed coal, oil or gas production within the state, Arizona must look to the conservation and development of its natural power resources, such as Glen Canyon, to meet the future needs of its people.
