individual units can be staged, as determined by the rates of increased demands. Timing is an important aspect of the plan because of the long period that must elapse between authorization of projects of this magnitude and the time that water is made available. Each separate project must be started in sufficient time to permit the delivery of water when needed. The plan could be readily implemented through authorization of: (1) establishment of a Development Fund; (2) immediate authorization and construction of those features of the Initial Plan for which investigations have established engineering and financial feasibility; (3) authorization of the remaining features of the Initial Plan upon completion of feasibility studies and their construction as needed; (4) establishment of procedures to accomplish coordinated, comprehensive, regional long-range planning including the establishment of a regional advisory commission; (5) close and effective participation and cooperation by all interests--Federal, State, and local; and (6) studies and research as required to provide technical data and information of a general nature needed to support future water resource development programs to meet the long-range demands. The Pacific Southwest Water Plan would integrate presently planned and feasible water resource development projects into a cohesive regional plan and would enable early construction of such projects to sustain the present economies and provide for future growth. These projects, however, are only the initial step, and it is essential that their development be coordinated by comprehensive long-range planning as envisioned in this report. Specific proposals included in the implementation of the plan are discussed in the following paragraphs. Development Fund It is proposed that a Pacific Southwest Development Fund be established similar to the Basin Fund created by the Colorado River Storage Project Act (70 Stat. 105). The Development Fund would be created in the Treasury of the United States, and amounts credited thereto would remain available until expended for the purposes authorized by the Congress. There would be credited to the Development Fund all appropriations made for the purposes of carrying out the construction of the units authorized by the Congress, except recreation, fish and wildlife, and Indian developments which are not directly connected with other units of the Pacific Southwest Water Plan. Appropriations for such excepted developments would be made to the agencies directly concerned. Also credited to the Development Fund would be all revenues from sales of water and power collected in connection with the units constructed with monies appropriated to the Development Fund and, after repayment, all revenues from the Boulder Canyon and VIII-2Epson Perfection 4870 Photo, 400 dpi, 8 bit, 13,871,104 byte
