The Initial Plan will constitute a significant step forward in eliminating present water deficiencies and in providing new water supplies to meet growing demands in the Pacific Southwest. It does not provide an overall solution for the region's total future needs. This can only be accomplished through long-range, comprehensive, regional planning.
