8. Provide means for meeting the rapidly expanding needs for water-oriented outdoor recreation. 9. Provide necessary facilities for the conservation and development of fish and wildlife including urgently needed wintering waterfowl habitat in the Pacific flyway. Public fishing and hunting opportunities will be expanded to meet ever-increasing demands. 10. Provide the climate in which past controversies can be set aside, and all who would be so vitally affected by the common spectre of future water shortages can move forward in resolution of the region's water problems in a united effective approach. The Pacific Southwest is now at the crisis point in meeting its growing demands for water. A renewal of the old controversy over water resources will stall the region beyond the crisis point. The hopes for the future economic growth and development of this great region are wrapped up in the Pacific Southwest Water Plan. To implement this plan requires a "can do" philosophy, a confidence in America and in its future. It requires new concepts of water management. It requires a new spirit of cooperation and coordination among the diverse Federal, State, and local interests in this growing region. It requires water statesmanship of the highest order.
