and the time that water is made available. Each separate project must be started in sufficient time to permit the delivery of water when needed. It is contemplated that the plan could be readily implemented through authorization of: (1) a basin fund supported by revenues available after payout from all present or proposed hydroelectric plants on the Lower Colorado River and revenues from water sales, which would be pooled, to provide financial assistance for future water development; (2) immediate construction of presently planned projects needed to alleviate present and near-future water shortages; (3) construction of additional projects needed to provide for more long-range water demand, after a finding of feasibility has been made upon the basis of future studies; (4) a system of priority of planning for long-range future water resource development programs; and (5) studies and research as required to provide technical data and information of a general nature needed to support future water resource development programs. The Pacific Southwest Water Plan would integrate with presently planned and feasible water resource development projects into a cohesive regional plan and would enable early construction of such projects to sustain the present economies and provide for future growth. These projects, however, are only the initial step, and it is essential that their development be coordinated by comprehensive long-range planning as envisioned in this report. Specific proposals included in the implementation of the plan are discussed in the following paragraphs: The Pacific Southwest Development Fund Implementation of the Pacific Southwest Water Plan is dependent upon authorizing legislation. As previously indicated, it is intended that a Pacific Southwest Development Fund be established to which would be credited all revenues from sales of water and power which are surplus to the amounts needed, (1) to defray the costs of operation, maintenance, and replacement of the units producing such revenues, (2) to return interest on the unamortized balance of the investment (including interest during construction) allocated to power and municipal and industrial water supply features of each unit, and (3) to return the investment costs of such units. Sources of revenues would be from such hydroelectric plants as may be authorized to be constructed as a part of the Pacific Southwest Water Plan and, after repayment, any revenues from the Boulder Canyon and Parker Davis Projects which are surplus to costs of operation, maintenance, and replacement.
