Bureau of Reclamation The Bureau of Reclamation is the Federal water resource development, planning, construction, and operating agency in the Colorado River Basin. It has been functioning in this capacity for years, starting with the Salt River and Yuma Projects and progressing through the Boulder Canyon, Parker, Davis, and Gila Projects in the Lower Colorado River Basin, and is now constructing the Colorado River Storage Project in the Upper Basin.
