Accessibility of students with disabilities at the Federal University of Pelotas: an intervention proposal

There is an increase in the number of students with disabilities in tertiary education and the responsibility of institutions is increased to ensure their rights to entry, satisfaction and permanence. Thus, it is necessary to investigate how the Federal University of Pelotas - UFPEL is organizing itself to respond to this demand. In view of this, the present study sought to analyze the accessibility and permanence conditions and the level of satisfaction of students with physical, visual and hearing disabilities at UFPEL. It also proposed to identify the profile of this population, the level of satisfaction with the physical and operational structures, the level of satisfaction and attitudes towards obstacles, as well as the knowledge of accessibility legislation and NBR 9050/2015. In addition, we sought to investigate the available resources (architectural, human, material and didactic-pedagogical) of students enrolled in undergraduate courses registered at UFPEL's Center for Accessibility and Inclusion - NAI. Semi-structured questionnaires were applied, based on a Scale of Satisfaction and Attitudes of people with disabilities (ESA), with participants of 30 people with disabilities (PCD) from UFPEL. The research had a qualitative and quantitative approach, with exploratory and descriptive objectives. Regarding the procedures, a case study was conducted, with bibliographic and documentary research supporting the theoretical foundation. The data collection allowed quantifying the level of satisfaction of each student and identifying their opinion on the themes, such as: a) physical accessibility, b) inclusion versus segregation and c) resources, equipment and transportation. The main barriers found in the university were: Architectural, Communicational, Pedagogical and Attitudinal. Due to the specificities of UFPEL it was decided to particularize the diagnosis of structural satisfaction using the information regarding the ten students with disabilities attending courses at Campus Anglo. The results showed that the university's architectural structure was sufficient to ensure the accessibility of the PCD in its facilities. In view of the accessibility policies in higher education institutions, guidelines were presented for the elaboration and implementation at UFPEL of a short, medium and long term goals and actions plan, to ascertain the spaces for UFPEL to develop its physical accessibility. A checklist was elaborated that could be used to verify the spaces of UFPEL, and other HEIs to adapt spaces to the PCD.Existe um aumento do número de estudantes com deficiência no ensino superior e a responsabilidade das instituições aumenta visando garantir os seus direitos para ingresso, satisfação e permanência. Assim, é preciso investigar como a Universidade Federal de Pelotas – UFPEL está se organizando para responder a essa demanda. Em vista disso, o presente trabalho buscou analisar as condições de acessibilidade e permanência e o nível de satisfação dos alunos com deficiência física, visual e auditiva na UFPEL. Também se propôs a identificar o perfil dessa população, o nível de satisfação quanto às estruturas físicas e operacionais, o nível de satisfação e atitudes perante os obstáculos, bem como os conhecimentos da legislação sobre acessibilidade e a NBR 9050/2015. Além disso, buscou-se investigar os recursos disponíveis (arquitetônicos, humanos, materiais e didático-pedagógicos) dos alunos matriculados em cursos de graduação cadastrados no Núcleo de Acessibilidade e Inclusão – NAI, da UFPEL. Foram aplicados questionários semiestruturados, configurados com base em uma Escala de Satisfação e Atitudes de pessoas com deficiência (ESA), tendo como participantes trinta pessoas com deficiência (PCD) da UFPEL. A pesquisa teve uma abordagem qualitativa-quantitativa, com objetivos exploratórios e descritivos. No que se refere aos procedimentos, realizou-se um estudo de caso, com pesquisa bibliográfica e documental embasando a fundamentação teórica. A coleta de dados permitiu quantificar o nível de satisfação de cada aluno e identificar a sua opinião sobre os temas, tais como: a) acessibilidade física, b) inclusão versus segregação e c) recursos, equipamentos e transporte. As principais barreiras encontradas na universidade foram: Arquitetônicas, Comunicacionais, Pedagógicas e Atitudinais. Devido às especificidades da UFPEL optou-se por particularizar o diagnóstico sobre a satisfação estrutural utilizando-se as informações referentes aos dez estudantes com deficiência que frequentam cursos sediados no Campus Anglo. Os resultados demonstraram que a estrutura arquitetônica da universidade, era suficiente para assegurar a acessibilidade da PCD em suas dependências. Em vista das políticas de acessibilidade em instituições de ensino superior, apresentaram-se diretrizes para elaboração e implantação na UFPEL de um plano de metas e ações a curto, médio e longo prazo, para averiguação dos espaços para que a UFPEL possa desenvolver seu programa de acessibilidade física.
