Belle was born to John George and Ann Kelsey (nee Cox) in September 1867 in Home Park, Magill, South Australia. Belle came to the Territory in 1873 with her family as a child of 5. Belle left the Territory for various reasons but returned in 1888 to marry Cecil Henry Marsh at Palmerston. Cecil worked as a telegraph operator. Belle and Cecil had seven children. In 1895, when Belle was 27, she was one of the 82 women who enrolled to vote after the franchise was granted to South Australian and Territory women in 1894. Her occupation was listed as 'married woman'. The family moved to Greenock in South Australia for Cecil's work in 1917.Pionee
