Helen was born in Ndola, Zambia (formerly Northern Rhodesia), raised and educated in Australia. Helen joined the Department of the Legislative Assembly in September 1985 to the position of Serjeant-at-Arms, the first female Serjeant-at-Arms for the Northern Territory Legislative Assembly. In this position she was responsible for security of the parliamentary precinct and services to Members, including human resources, finance, travel, and parliamentary committee work. The Serjeant-at-Arms is the ceremonial officer of the Parliament and serves the Speaker of the Legislative Assembly in that capacity.
