Gwen was the first employee at the Darwin Municipal Council during the post-war period from1955 to 1960. She participated in organising research for the city's heraldic coat of arms; the first and subsequent mayoral balls and civic receptions; along with the first naturalisation ceremony for Darwin's new arrivals. She assisted migrant families with resettlement both before and after the invasion of East Timor. Gwen's community involvement from 1959 included - working with the civil defence, Home Help, Quota Club, Hard of Hearing and Catholic Women's League.
