Preliminary plans for $116,766.02 in drainage have been approved by the city council, and construction will begin immediatley. The 22-block square, with many streets unpaved, is a low area to which water drains from both Capitol Hill and the Top of the Town addition lying farther southeast. Fort Cobb Engineering company's contract calls for the pipelines from S Linsey, east on SE 15 to Laird, south to SE 11, east to High, north to the North Canadian river. Ward 4 councilman Marvin Cavnar recently spent the day with the contractor, investigating drainage plans route................A catch-box will be constructed under the Santa Fe tracks. This presents a problem to egineers since the tracks must remain open. "The present box under the tracks is where the real bottleneck is," Cobb commented. "The waternow pours down the open ditches, but backs up at the tracks. A 54-inch tunnel will ease this difficulty."........Plans originally called for a 24-inch line from Phillips to laird. But Cavnar to Laird. But Cavnar argued this would not clear the flood area to the west. Cobb then changed plans to include S Lindsey. The city will have to pay the Santa Fe railroad for right-of-way under the tracks. A basiness firm north of the tracks will be responsible for tearing out its own drainage lines, however.
