The perspectives of substantive representation on female parliamentary action in Brazil

This thesis proposes to present a mapping of the parliamentary profile of the deputies who assumed mandates in the 2003-2007, 2007-2011 and 2011-2015 legislatures, through the analysis of the legislative production of these women, highlighting the proposition of draft laws, in order to verify the extent to which female parliamentary action results in substantive representation in the Brazilian Federal Legislative Chamber. This research is based on a theoretical debate on the main conceptions of political representation, with emphasis on substantive representation and its consequences in the political space. Thus, the substantive representation is considered from the representative's activity, that is, from the content of the political action of that leader and what is its correspondence with the interests of the electorate. The data of this work were collected in the Chamber of Deputies Portal, identifying the naturalness and party bond of the deputies, number of bills proposed by each parliamentarian, type of authorship of the proposition, status of the matter in the legislative process and in the case of propositions archived, the reason for this archiving was collected. It was also verified the content of each proposed project and based on the committees that debated the matter, a classification of 27 themes addressed by the deputies in their projects was defined. This thesis shows that parliamentarians propose a number of projects commensurate with their male counterparts, more than 50% of the propositions are the sole author and, as far as the proposition themes are concerned, the areas related to “care” and to the same extent “hard” such as labor, economics, finance and taxation, administration and public service. Regarding the themes on feminist and women's agendas, they add up to a percentage of only 12% of propositions presented, and it appears that these matters address issues related to work, women's health and violence against women. In short, female underrepresentation in politics is a barrier to be broken, about women elected identify important advances in their parliamentary performance, they are debating issues considered masculine and present an autonomous performance in Parliament, so this research points to importance of the presence of minority groups in elected positions. In the case of deputies, the increased female presence in this political space strengthens women's substantive representation, and can contribute to gender issues on the agendas of parliamentarians of both sexes.Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES)Esta tese propõe-se a apresentar um mapeamento do perfil parlamentar das deputadas que assumiram mandatos nas legislaturas de 2003-2007, 2007-2011 e 2011-2015, por meio da análise da produção legislativa dessas mulheres, com destaque à proposição de projetos de leis, a fim de verificar em que medida a atuação parlamentar feminina resulta em uma representação substantiva na Câmara Legislativa Federal brasileira. Esta pesquisa baseia-se em um debate teórico sobre as principais concepções da representação política, com destaque para a representação substantiva e os seus desdobramentos no espaço político. Assim, considera-se a representação substantiva a partir da atividade do representante, isto é, do conteúdo da ação política desse líder e qual a sua correspondência com os interesses do eleitorado. Os dados deste trabalho foram coletados no Portal Câmara dos Deputados, sendo identificado a naturalidade e o vínculo partidário das deputadas, número de projetos de leis propostos por cada parlamentar, tipo de autoria da proposição, situação da matéria no trâmite legislativo e no caso das proposições arquivadas coletou-se o motivo desse arquivamento. Também foi verificado o conteúdo de cada projeto proposto e com base nas comissões que debateram a matéria definiu-se uma classificação de 27 temas abordados pelas deputadas em seus projetos. Esta tese evidencia que as parlamentares propõem um número de projetos proporcional aos seus colegas homens, mais de 50% das proposições são de única autora e quanto aos temas das proposições referem-se as áreas relacionadas ao “cuidado” e na mesma medida em áreas “hards”, tais como trabalho, economia, finanças e tributação, administração e serviço público. Em relação aos temas sobre pautas feministas e para mulheres, somam um percentual de apenas 12% de proposições apresentadas, verifica-se que essas matérias abordam assuntos relacionados ao trabalho, a saúde da mulher e violências contra o sexo feminino. Em suma, a sub-representação feminina na política é uma barreira a ser rompida, sobre as mulheres eleitas identifica-se importantes avanços em sua atuação parlamentar, elas estão debatendo temas considerados masculinos e apresentam uma atuação autônoma no Parlamento, assim esta pesquisa aponta a importância da presença de grupos minoritários em cargos eletivos. No caso das deputadas, o aumento da presença feminina nesse espaço político fortalece a representação substantiva feminina, além de poder contribuir para que as questões de gênero ganhem espaço nas agendas dos parlamentares de ambos os sexos.CAPES: 1601963 - 00
