Debates sobre a Participação Feminina no Parlamento Brasileiro: sub-representação, violência e assédio

Women were one of the last social groups to conquer political rights in contempo-rary democracies. Although there are no more le-gal obstacles for female (active and passive) poli-tical participation, women’s presence in Brazilian parliaments is minimal. In the Lower House of Parliament (Câmara dos Deputados), after 2014 Elections – that is, 19 years after gender quota regulations in Brazil – women still occupy less than 10% of the seats. That being the case, in this brief study we revisit cultural, social and institu-tional variables which are commonly presented as a justification for female under-representation in Brazil. Subsequently, we address gender violen-ce situations which took place in Brazil’s Lower House of Parliament, as well as how they were dealt with by this house. Furthermore, in attempt to better understand the relations between gen-der, representation, violence and harassment in the political field, questionnaires were sent to re-presentatives in the Lower House of Parliament, where the two paradigmatic cases which are object of this study took place. In this attempt, we also interview the Vice-Governor of the Bra-zilian state of Piauí, a woman who can provide the perspective of the executive branch on the matter. These results’ analysis – including the percentage of answers – should allow us to raise a connection between gender violence in politics and female under-representation.As mulheres foram um dos últimos contingentes sociais a conquistar direitos políti-cos nas democracias contemporâneas. A despei-to de não subsistirem empecilhos legais para a participação política feminina (ativa ou passiva), a presença nos parlamentos brasileiros é ínfima. Na Câmara dos Deputados, após as eleições de 2014 – 19 anos após a regulamentação de cotas de gênero no Brasil –, as mulheres ocupam me-nos de 10% das cadeiras. Diante disso, neste breve estudo são revisadas variáveis culturais, sociais e institucionais que são comumente apresentadas como justificativa para a sub-representação femi-nina no Brasil. Após essa análise, serão tratadas situações de violência de gênero ocorridas na Câ-mara dos Deputados e seu encaminhamento. Ade-mais, na tentativa de obter uma ideia das relações entre gênero, representação, violência, assédio no campo político, foram enviados questionários aos Deputados e Deputadas Federais, tendo em vista os dois casos-paradigma que serão estudados nes-se trabalho, envolvendo os membros da Câmara dos Deputados. Também nessa tentativa foi en-trevistada a Vice-Governadora do Piauí, Marga-rete Coelho, uma mulher que pode fornecer uma perspectiva do poder executivo sobre o tema. A análise desses resultados – inclusive a respeito de percentual de retorno das respostas – deve susci-tar a relação entre violência de gênero na política e sub-representação feminina
