A coalition of Maine conservation groups and state and federal agencies want the Edwards Dam in Augusta demolished, which would return some 18 miles of the Kennebec River above the dam to its natural riverine environment. The Federal Energy Regulatory Commission this month will issue a draft Environmental Impact Statement, a document required by federal regulations governing the renewal of the dam\u27s operating license. Neither side will predict what the report will say, but some observers say Edwards Dam could be economically defunct when a contract between Central Maine Power Co. and the dam\u27s owners expires in December 1998.
