Lincoln Pulp and Paper, an integrated kraft mill that makes paper products from waste sawdust, last week announced that it has agreed to limit dioxin emissions. The agreement between the company and the federal Environmental Protection Agency involves a process that substitutes chlorine dioxin during bleaching. State representative Tom Bull, D-Freeport, has introduced legislation that would require paper mills to stop using the current bleaching process altogether. The Natural Resources Council of Maine last year withdrew from a task force looking for ways to eliminate dioxin discharges, citing the commitment of the paper industry
