Rep. Paul Young, R-Limestone, has sponsored a bill which would require the state to give top priority to chlorine-free paper in its purchases. Environmentalists said the bill would help reduce dioxin emissions and give the paper industry a new product to market, but industry representatives were unsupportive of the measure
