The law overrules the Board of Environmental Protection rules regulating the arsenic, dioxin, lead, asbestos, and other toxins emitted from paper companies and other biomass electricity generators. The new law states that no more than half of the wood burned in steam boilers can be construction and demolition debris (CDD), though most plants can\u27t burn more than 50 percent CDD anyway.
