The federal Environmental Protection Agency last month proposed new chlorine-emission regulations that may result in a change in the way paper mills in Maine produce white paper products. Under the proposed rules, mills that currently use chlorine to brighten the pulp used in paper manufacturing will have to either use chlorine dioxide or stop using chlorine and its compounds all together. The EPA estimates that the use of chlorine dioxide instead of chlorine would virtually eliminate dioxin discharges and cut toxic air emissions by 70 percent. Details, related article
