The state Department of Environmental Protection has proposed limiting industrial plants in Maine\u27s seven southern counties to a nitrogen-oxide level of 0.3 parts per billion, and plants in the other nine counties to 0.4 ppb. The federal Environmental Protection Agency has already rejected a request by the state of New Hampshire that mills in the northern part of that state be allowed a 0.4 ppb nitrogen-oxide standard, but Maine officials say the state will prove its case by using computer-generated modeling that factors in all smog-causing agents.
