Mažų valstybių interesai ir lūkesčiai taikos palaikymo misijose: Gruzijos ir Lietuvos atvejai

The topic of this research is “Interests and expectations of small states in a peacekeeping missions: Cases of Georgia and Lithuania.” Relevance and novelty: Since the admission of Lithuania in NATO and Georgian-Russia war, both countries moved to the new phase of partnership with military alliance. According to the official sources peacekeeping has become one of the main dimension of foreign and security policies for both countries. Participation and contribution of small states, in a large scale, in NATO-led peacekeeping missions gained attention from scholars to analyse the intentions and development of foreign and security policy. However, the participation to the peacekeeping missions from the side of small states, and transforming this actions as a one tool of foreign and security policy lacks an attention from scholars. Research problem is derived from the fact that, participating in NATO-led peacekeeping missions has become the main dimension for Georgia and Lithuania’s foreign and security policy. However, what impact has been made, by participating in NATO missions, on the evolution of foreign and security policies of the states and what is the role of Lithuania’s experience in future development of Georgia needs deep and comprehensive analyses. The object of this research is Georgia’s and Lithuania’s foreign and security policy in a NATO-led peacekeeping missions. The aim of this paper is to analyze how does a participation in a peacekeeping mission effect on a foreign and security policies and capabilities of Georgia, how Lithuania constructed its foreign and security policy towards the NATO-led peacekeeping mission and analyze how his process has implemented in Georgia’s foreign and security policy and discuss compatibility and interoperability with NATO and readiness of armed forces in the case of Georgia. For thesis to reach its aim the following tasks were tried to accomplish: 1. to define the concept of small states and frame it around Georgian and Lithuania’s case. 2. To analyze the security and foreign policy evolution in small states. 3. To define the link between peacekeeping and securing the own borders in the case of small state. 4. To define the role of institutions to launch peacekeeping operations. 5. To analyze the security policy of Georgia and Lithuania towards the NATO-led peacekeeping missions. 6. To define the link between Russia’s policy towards Georgia’s cooperation with NATO and Lithuania’s active membership in the alliance. 7. To analyze the effects of a participation in peacekeeping mission on Georgia’s and Lithuania’s security and defense capabilities. To accomplish the above-mentioned tasks qualitative methodology will be used for a comparison to shed the light the contribution in peacekeeping missions, document analyzes will be used to determine the foreign and security policy priorities and its influence on Georgia’s and Lithuania’s involvement in such operations. Besides, the discourse analyzes will serve as the main method to answer the main question of the research, how peacekeeping tool for a small countries plays a role to increase the military capabilities and readiness of armed forces. As the paper is more concentrated on foreign and security policy, the main documents provided by the government of Georgia will be reviewed and used as the main sources for qualitative analyzes. Thesis’s theoretical framework is Neoliberal Institutionalism, as Robert O. Keohane and Lisa Martin was use to analyze the roles of international and local institutions in launching and legalize the peacekeeping missions. The thesis also has combined other scholars to define the foreign and security policies evolution accordingly to the international relations. The results of the research: Institutions are playing the major role to deploy, launch and set-up peacekeeping operations. According to international institutions contributor countries should adjust their internal organizational structures to implement decisions made in international level and synchronize the law which should grant the legality of peacekeeping operations. Lithuania and Georgia have developed their security policy accordingly to the NATO-led peacekeeping goals. Security policy in a peacekeeping mission is directly connected to the empowerment of military capabilities. Defense and security capabilities of Georgia and Lithuania have raised rapidly after the active participation in peacekeeping missions. Spending in military sector has been raised in Georgia till six percent of the GDP and in a case of Lithuania it reached the NATO recommended two percent point. Adaptation of armed forces, creating of new unites, taking control over the patrolling Baltic Airspace and training US soldiers in Lithuania (Lithuania), opening a Joint Training Center and grant Substantial Package, is directly connected to the development of security and defense capabilities of the countries, those developments are directly connected with the active participation in a peacekeeping missions.Tyrimo tema yra „Mažų valstybių interesai ir lūkesčiai taikos palaikymo misijose: Gruzijos ir Lietuvos atvejai“ Tyrimo naujumas ir aktualumas. Nuo Lietuvos priėmimo į NATO ir Rusijos Gruzijos karo abi valstybės perėjo į karinės partnerystės etapą. Pagal oficialius šaltinius taikos palaikymo misijos tapo nauja dimensija abiems valstybėms užsienio ir saugumo politikoje. Aktyvus mažųjų valstybių dalyvavimas didelėse NATO taikos palaikymo operacijose operacijose ir skiriant dideles pajėgas pritraukė dėmesio iš akademinės bendruomenės, kuri siekė analizuoti užsienio politikos ir saugumo intencijas ir vystymąsi. Tačiau dalyvavimas taikos palaikymo misijose žiūrint iš mažųjų valstybių perspektyvos bei jų naudojimas kaip priemonė integracijai ir saugumo politikai vis dar nesulaukė dėmesio iš akademikų. Tyrimo problema yra susijusi su faktu, kad NATO taikos palaikymo operacijos tapo pagrindinė dimensija Lietuvos ir Gruzijos saugumo ir užsienio politikose. Ši analizė tiria kokį poveikį užsienio ir saugumo politikos evoliucijai padare dalyvavimas Taikos palaikymos misijose. Tyrimas taip pat bandys išsiaiškinti kokia yra Lietuvos patirtis tokiose misijose, bei Gruzijos vystymasis NATO link. Tyrimo objektas. Gruzijos ir Lietuvos užsienio ir saugumo politika NATO taikos palaikymo misijose. Tyrimo tikslas. Išanalizuoti kaip taikos palaikymo misijos paveikia Gruzijos saugumo politiką, užsienio politiką ir jos galimybes, kaip Lietuva konstravo savo užsienio politiką NATO taikos palaikymo misijų atžvilgiu ir kaip šis procesas buvo pritaikytas Gruzijos politikoje. Tyrimas taip pat sieks analizuoti Gruzijos užsienio ir saugumo politikos suderinamumą ir tinkamumą su NATO bei Gruzijos kariuomenės pasirengimą. Tyrimo tikslai. 1. Apibrėžti mažųjų valstybių konceptą bei pritaikyti jį prie Gruzijos ir Lietuvos atvejų. 2. Išanalizuoti saugumo ir užsienio politikos evoliucija mažose valstybėse. 3. Apibrėžti ryšį tarp taikos palaikymo ir savo sienų saugojimo. 4. Išanalizuoti Gruzijos ir Lietuvos saugumo politika NATO taikos palaikymo misijose. 5. Apibrėžti institucijų rolę pradedant taikos palaikymo misijas. 6. Apibrėžti ryšį tarp Rusijos politikos Gruzijos atžvilgiu ir bendradarbiavimą su NATO, taip pat Lietuvos aktyvų dalyvavimą aljanso veikloje. 7. Išanalizuoti dalyvavimo taikos palaikymo misijose padarinius ir kaip jos paveikia Gruzijos ir Lietuvos politika. Tam, kad pasiekti aukščiau pateiktus tikslus tyrimas naudosis kokybine metodologija tam, kad palyginti kontribucijas taikos palaikymo misijose. Dokumentų analizė bus naudojama tam, kad apibrėžti saugumo ir užsienio politikas. Diskurso analizė bus taikoma tam, kad atsakyti į pagrindinius darbo klausimus ir išspręsti problemas. Tyrime naudojama teorija bus Neoliberalusis institucionalizmas. Tyrimo rezultatai. Institucijos yra pagrindinis taikos palaikymo misijų pradėjimo šaltinis. Pagal tarptautinius dokumentus šalys turi pritaikyti savo organizacinę struktūra, kad galėtų įsisavinti sprendimus padarytus tarptautiniu lygmeniu, bei sinchronizuoti juos su taikos palaikymo operacijų teise. Lietuvos ir Gruzijos saugumo pajėgumas smarkiai padidėjo pradėjus dalyvauti taikos palaikymo misijose, taip pat padidėjo išlaidos gynybos sektoriuje. Tyrimo metu taip pat buvo atskleista, kad daugybė gynybinių iniciatyvų bei gynybinių pajėgumų padidėjimas buvo nulemtas dalyvavimo taikos palaikymo misijose
