INOVASI PELAYANAN SEKTOR PUBLIK DALAM PENGELOLAAN SAMPAH BERBASIS WISATA EDUKASI DI TEMPAT PEMBUANGAN AKHIR (TPA) RANDEGAN KOTA MOJOKERTO

The innovation of waste management services by the Department of Environment of the City of Mojokerto is based on environmental problems related to the phenomenon of garbage piles in the City of Mojokerto. In the period of 2015-2017 there was a significant increase in the volume of garbage piles with a total in 2017 reaching 3,504 tons. The waste management process is carried out with innovations that emphasize the concept of educational tourism at the Randegan Landfill. In addition to reducing the volume of waste piles, these efforts are also used as a means of education for the community about waste management that has value for reuse. The research method used is descriptive qualitative to provide a full and comprehensive picture regarding the innovation of public services in waste management based on educational tourism in the Randegan landfill and the problem. Data collection techniques are carried out through the process of observation, interviews and documentation. The theory used is the theory of diffution of innovation proposed by Rogers which states that innovation must have excellence both in the products produced and in its implementation and supported by the composition of qualified resources. The results showed that the aspect of economic value excellence was realized from waste management activities in the main waste bank, the provision of methane gas to residents' houses, and the reception of residents from parking at the TPA. In addition, TPA Randegan as an educational tour provides learning to tourists regarding waste management in the Waste Bank. The innovation that has been designed has not been able to provide understanding to the community to be proactive in efforts to reduce waste volume and 3R waste management. This innovation has also developed a new way of managing waste through controlled landfills and sanitary landfills even though the sanitary method has not been fully implemented. This waste management innovation has not been able to have an impact on reducing the volume of waste in Mojokerto City due to the community mindset and limited infrastructure. To overcome the problems in public sector service innovation in waste management, the relevant advice on these issues is the socialization of increasing public awareness of the environment, adding infrastructure for waste management, and strengthening the management of the Randegan landfill by conducting comparative studies to other landfills that have more used to innovate in waste management.
