This article examines the decree of 13 Pluviôse Year V, enacted in the Guadeloupe by its governor, Victor Hugues. This decree enabled the French island authorities to treat as a pirate (and hence condemn to death) any neutral trading with the British-held French colonies, such as Martinique. This led to a quasi state of war with the U.S.A. and to political tension between Paris and its colony, the Directory government being afraid of possible British retaliation.
