This paper places the crown's administration of trade with its colonies within the larger context of government-merchant relations in gênerai. Historians of French mercantilism generally assert that in every area of trade and it was the government which took the initiative in establishing new and more restrictive regulations. In opposition to the government, French merchants supposedly called for greater freedom of trade. An examination of colonial trade policies during Louis XIV's last years shows that this standard view can no longer be accepted.
