Privateering along the Coast of the United States, 1815-1821

When the wars for independence started in the Spanish colonies on the American continent, the United States took a neutral attitude vis-à-vis the conflict. Yet US citizens offered the Spanish-American revolutionary governments their privateering services. And Washington found it difficult to stop its citizens from getting involved in the civil war and hence from breaching the laws of neutrality. This article examines how the Monroe administration dealt with the question of neutrality at the time of the Spanish-American revolutions.Les corsaires le long des côtes des Etats-Unis, 1815-1821. Lorsque les guerres d’indépendance dans les colonies espagnoles d’Amérique éclatent, les Etats-Unis se déclarent neutres vis-à-vis de ce conflit. Cependant, des citoyens nord-américains proposent leurs services comme corsaires aux autorités révolutionnaires hispano-américaines. Et il est difficile au gouvernement de Washington d’empêcher ces citoyens de s’immiscer dans cette guerre civile et, par conséquent, de violer les lois de neutralité.
