When the wars for independence started in the Spanish colonies on the American continent, the United States took a neutral attitude vis-à-vis the conflict. Yet US citizens offered the Spanish-American revolutionary governments their privateering services. And Washington found it difficult to stop its citizens from getting involved in the civil war and hence from breaching the laws of neutrality.
