Abstract In the 17th and the 18th centuries, the river system of navigation is well established, with its floatage and navigability limits, and mostly raw material is carried on the upper course of the Garonne. The traffic remains moderate even during the highest points of the second half of the 18th century and between the Restoration and the Second Republic. Moreover, it is totally dependent on Toulouse which draws most of the freight and controls the storage business. The upstream ports and their communities are of moderate size and they owe a lot to the nearness of the places of extraction of ponderous goods and to the few activities generated by the river traffic.
