MPR decrees that is based on Law Number 12 Year 2011 on the Establishment of legislation is a product of legislation under the Constitution and is one level above the law. Placement of MPR Decree is under the Constitution and the above Act only aims to provide recognition and legal status of the MPR decree which is still valid, because according to the Constitution after the change MPR no longer have the authority to issue a decree that are set out (Regeling) and can only issue a decree that are fixing (beschikking)
