The Dutch motorway police (KLPD) started in December 1993 to enforce speed intensively on a part of the A2 motorway from Amsterdam to Utrecht. Photos were made unobtrusively of speeding cars from the road side. In the fall of the year 1994, the SWOV Institute for Road Safety Research was asked to advise the KLPD at what level one should continue the speed enforcement on the A2 motorway.
