• Six doctors went to the City Health Bureau and tried to convince employees that they (the doctors) had misdiagnosed several patients. Instead of influenza the patients were said to have tonsillitis, colds, or other maladies that do not warrant quarantine. The doctors were not successful in changing the recorded diagnoses.
